2.            Direct staff to establish a monitoring program and report to Council on a regular basis on progress made toward achieving the TMP objectives and to update the infrastructure phasing as necessary.

BACKGROUND

 

On 2 April 2003, Transportation and Transit Committee received and approved the release of the City of Ottawa draft Transportation Master Plan (TMP) for public review and consultation.

 

Public, internal and agency consultation has been undertaken and the draft Plan has been refined accordingly.  Staff received and reviewed 80 written submissions containing more than 260 comments.  Comments and staff response are summarized in Document 2.

 

This report provides a brief overview of the TMP assumptions and targets, documents responses to the input received from the public, internal and stakeholders; and identifies changes made to the draft TMP.

 

 

DISCUSSION

 

The City of Ottawa’s population of about 800,000 people could grow to 1.2 million within 2 decades.  The job base is also expected to grow by about 270,000 by 2021.  This level of growth will bring significant changes, and with it new opportunities and challenges for the City and its residents.

 

The travel demands associated with the projected increase in population and employment will place considerable pressures on the City’s existing transportation infrastructure and services – particularly in the peak periods.  Meeting the demand for new infrastructure and services while preserving and maintaining current transportation assets and services represents an enormous challenge in light of the City’s current financial situation.  If demand is left unmanaged, it could have serious adverse effects on air quality, energy and resource consumption, land use, communities, natural environment, social environment, and the economy.

 

In response to the challenges of growth and in support of the Ottawa 20/20 growth management goals, the TMP strives to achieve a more “transit-oriented” community where walking, cycling and ridesharing are also competitive alternatives to driving alone.  The TMP aims to minimize the future need for new and widened roads while avoiding levels of congestion that would have unacceptable implications for Ottawa’s quality of life in terms of delay to persons and goods, air pollution and road safety.

 

Future Transportation Demand

 

Keeping in line with the Official Plan policies and directives, some assumptions have been made which will have a considerable effect in the reduction of peak period travel demand (an important factor in transportation capacity analysis and infrastructure and service requirements), such as:

 

·        a reduction of work trips due to expected growth in home-based work and teleworking;

·        a shift in automobile trips from the peak hour to adjacent time periods;

·        higher internalization rates in urban communities (i.e. more trips that start and end in the same district) due to an improved balance of jobs with population.

 

Even with these assumptions, modelling results revealed that the total demand for passenger travel by all modes in Ottawa’s afternoon peak hour is expected to grow from 250,000 person-trips in 2001 to about 396,000 person-trips in 2021. This is an increase of 58%, compared to the projected population and employment growth of 50% over the same period.  The higher rate for travel growth is due to the expected increase in labour force participation.

 

Transit and Auto Objectives

 

In order to reflect Ottawa’s growth management principles and the Transportation Vision, the TMP calls for achieving an overall transit modal split target of 30%.  This means that transit will carry 30% of motorized person-trips by 2021.  This is based on an objective of planning for the highest level of transit usage that could be achieved in Ottawa’s environment.  This level of transit usage exceeds those levels for all of the large urban areas in North America and is comparable to the levels realized by many European cities such as Hague, Netherlands; Munich, Germany; and Copenhagen, Denmark.

Table 1 indicates that transit demand in the peak hour is expected to grow significantly from today’s level of 37,000 transit trips to about 104,000 transit trips in 2021. This is an increase of almost 3 times today’s ridership estimate.  Despite the much larger share of travel that will be carried by transit, person trips by automobile are still projected to increase by 30% over today’s level.

 

The 30% Citywide transit modal split target means the following percentage of trips have to be made by transit:

·        50% of all work trips;

·        20% of all non-work trips (personal travel, shopping, entertainment, school trips);

·        80% of all work trips to the downtown core;

·        55% to 70% of all work trips to major generators (such as universities and hospitals);

·        40% to 55% of all work trips to high-density employment areas;

·        30% to 40% of all work trips to medium-density employment areas;

·        25% to 30% of all work trips to low-density employment areas.

 

Screenline Analysis

 

An analysis of projected travel demand across key screenlines was undertaken to help identify future infrastructure requirements.  Current and 2021 projected transit and auto travel demands at specific screenlines are summarized in the TMP (Figure 3.6).  It is important to note that the projected demands at screenlines do not include walking and cycling trips because screenlines are poor planning tools for assessing walking and cycling demands.  These demands are discussed in the following section.  Table 2 compares current and 2021 projected transit modal split targets at specific screenlines (major screenlines are shown in Figure 3.4 in TMP).

Comparing current travel demand across key screenlines to those projected for 2021 leads to the following conclusions:

 

·        Transit and automobile travel across the Greenbelt will grow 104% above today’s levels.  This growth is less than the forecast population change (+140%) in the urban centres outside the Greenbelt due to the future employment growth and greater containment of work-related travel within those areas.

·        Travel demand across the Inner Area Cordon will increase by 86% due to an increased concentration of jobs within the Inner Area and an increased number of households inside the Greenbelt.

·        Projected transit trips across all screenlines will grow significantly above today’s level.

·        Projected person-trips by automobile are projected to increase at every screenline, despite the much larger share of travel that will be carried by transit.

Walking and Cycling Objectives

 

Citywide walking and cycling modal shares are extremely difficult to measure.  The only tool that permits accurate analysis is an origin-destination survey.  The most recent O-D survey was carried out in 1995 and serves as the basis for current estimates.

 

Despite the 2001 Census results indicating that current walking and cycling shares of work trips have declined since 1996, the TMP proposes to increase the modal share targets as follows:

·        Walking - increase from 9.6% in 2001 to 10% in 2021;

·        Cycling - increase from 1.7% in 2001 to 3% in 2021.

 

It is important to note that the modal shares objectives for walking and cycling represent fall conditions.  Walking and cycling modal shares will be higher in the summer and lower in the winter.

 

Based on these objectives, the predicted walking and cycling demands by 2021 as compared to current estimates are summarized in Table 3.

These objectives are a clear response to the Ottawa 20/20 principles and the Transportation Vision and are supported by the Official Plan's emphasis on compact, mixed-use development and residential intensification inside the Greenbelt.  Continued expansion of walking and cycling infrastructure can improve the visibility and attractiveness of these modes.

 

Transit Infrastructure and Services Requirements

 

To achieve the transit objectives, the City has developed, through the Rapid Transit Expansion Study (RTES), a strategic approach to expanding its rapid transit system in response to future transportation needs.  The recommended rapid transit network consists of an interconnected system of existing and planned rights-of-way and corridors in which a rapid transit facility may be located (Map 5 in TMP). The network includes about 112 km of double tracks for electrified rail and 42 km of bus rapid transit extensions.  This network is roughly 4 times the combined size of Ottawa’s current Transitway and O-Train, and will be implemented over the planning horizon.

 

Given that a majority of transit services will continue to operate in mixed traffic on area roads, and in view of the expected growth in congestion levels, measures to provide transit vehicles with priority over other traffic will become a vital tool in maintaining a competitive transit service.  Measures to be applied along a number of corridors within a designated transit priority network (Map 4 in TMP) will include dedicated bus lanes, special traffic signal treatments and bus queue jumps.

 

To provide this substantial increase in transit service, the City’s transit fleet needs to grow a corresponding amount: from just over 900 vehicles today to about 1,850 vehicles in 2021, including approximately 105 new high-capacity light rail cars.  Four new storage and maintenance facilities will also be needed for this large fleet.

 

Road Infrastructure Requirement

 

The number and size of future roads are based on the projections of future traffic volumes associated with the proposed development pattern.  These are expected to be greater than today in all major corridors even taking into consideration this Plan’s transit modal split targets.  A series of assumptions, based on the vision to minimize peak period travel by single-occupant vehicles, has been used as the basis for determining the required road infrastructure.  These assumptions are:

 

-         a reduction of single-occupant vehicles due to a slight increase in ridesharing;

-         increased capacities for existing facilities is achieved through system management measures and changes in driver behaviour;

-         the road network will operate at 90% of capacity during the afternoon peak hour, with the exception in the downtown core where it will operate at 100% of capacity.

 

Given a 50% increase in population and employment and an aggressive transit modal split of 30%, the only significant road requirements (not identified in the former Region’s 1997 Transportation Master Plan) are:

·        an interprovincial crossing in the west (in addition to the crossing in the east).

·        an additional Rideau River crossing, between Hunt Club Bridge and future Strandherd/Armstrong Bridge;

·        an additional east-west facility in the urban area between Hwy 416 and Hwy 417 (Note: The analysis does not assume any capacity increase on Hwy 417, east of Hwy 416).  The location of this corridor is still undefined.

At the same time, the following roadway infrastructure projects previously identified in the 1997 TMP are no longer required:

·        Carling Avenue widening from March Road to Moodie Drive;

·        Greenbank Road widening from Hunt Club Road to Fallowfield Road;

·        Freeway 174 widening from Blair Road to Montreal Road;

·        Bronson-Portage Link

 

Detailed information on all proposed road projects to serve predicted travel demand is provided in Annex A of the TMP.

 

Phasing of Implementation

 

A listing of transportation projects and their implementation schedules are presented in Document 3  (Figures 14.1 and 14.2 of the TMP).  Since the level of population achieved is a factor in determining the staging of implementation, time horizons are provided only as a reference based on current forecasts of the rate of population growth.  Over the past few years, many of the road projects previously identified as required to meet the traffic demand, have not been introduced.  As a result, many of the road projects identified in Phase 1 were not implemented due to the City’s capital budget constraints and priority setting.

 

It is expected that the implementation schedule will be reviewed and updated as the City monitors growth and development.

 

Implementation Cost

 

The overall implementation of the TMP will cost about $6.6 billion over 20 years in new infrastructure and services, including $5.8 billion for capital costs and $840 million for net operations and maintenance as shown in Table 4.  The $5.8 billion capital costs include $3.4 billion for the Rapid Transit system implementation and about $1 billion for bus expansion and related facilities.

The implementation costs of the TMP are significant, with 78% of the total estimate dedicated to transit service.  It’s critical that the City implements the full rapid transit plan in order to attain the 30% transit modal split and achieve the goals and objectives of the Official Plan relating to sustainable development, protection of the environment, and enhancing the quality of life.

 

If the 30% target is not achieved (or if for instance, the modal split target had remained at 17% as today’s level), the City would be facing a much greater demand for roadway infrastructure.  In addition to those facilities identified, there would be the following consequences:

 

·        a need for 2 additional four-lane East-West arterial roads, equivalent to about 200 lane-kilometers ($600 M);

·        a need for 2 additional four-lane North-South arterial roads, equivalent to 120 lane-kilometers ($360M);

·        increase in roadway operation and maintenance costs ($70M);

·        increase in enforcement/protection cost ($85M);

·        increase in social costs such as uninsured collision and land use potential loss ($920M);

·        increase in costs associated with higher noise, air and water pollution levels ($700M);

·        increase in commercial delay ($115M);

·        increase in auto user cost due to increase need to own a car, increase in operating and parking costs ($4.5B).

 

Acquiring property, if at all possible, would have a considerable affect on these estimates.  Setting aside the cost implications, it’s highly unlikely that more new roads can physically be squeezed into built up areas (such as the Core) without serious impacts to the surrounding communities.  The more likely outcome would be more congestion, higher probability for accidents, and at least a doubling of travel time (personal and commercial).

 

Without a strong emphasis on transit, the resulting increase in automobile traffic will have serious adverse effects on air quality, energy and resource consumption, land use, communities, natural environment, social environment, and the economy.  Building this level of additional roads when there is a sustainable alternative to meet the anticipated transportation demands is contrary to the City’s smart growth principles.  The new 30% transit modal split helps reduce the overall demand for new roads.

 

Major Issues Arising from Consultation

 

Validity of Data from 1995 Origin-Destination Survey

Concerns were raised regarding the use of the 1995 Origin-Destination Survey as a basis for estimating current travel demand, which led to underestimating current and projected walking, cycling and transit use.

 

Response:  The 1995 origin-destination survey of how residents actually travel is the most up-to-date comprehensive information available.  This survey is very expensive, time consuming, and requires specialized resources - thus it is only conducted once every ten years.  This is the acceptable planning practice for most municipalities.  The survey data was used to estimate current demand levels.  The estimates were verified against other available data such as the 2001 Census information and actual transit ridership counts.  Other recent survey results that were based on small sample size and targeted specific trip purposes were judged to be inappropriate for use in this planning exercise.  It should be noted that the TMP will be monitored, updated, and refined as new origin-destination survey results become available in 2006.

 

30% Transit Target - Too Low or Too High?

Contrary views on transit target were expressed, some claim it is very low and others claim it is unrealistically high.

 

Response:  The TMP aims for the highest level of transit usage that could be achieved in Ottawa’s environment.  This level of transit usage exceeds those levels for cities in North America of similar size and is comparable to the levels realized by many European cities.  For example, the City of Edmonton transit target for 2020 is 8% - basically keeping existing transit share from declining.  The City of Calgary is targeted to increase transit share in the AM peak hour from 18% to only 21% by the year 2024.  Ottawa’s transit target is achievable, provided that all measures identified in the TMP are implemented.

 

Roadway Projects – Not Enough or Too Many?

Objections to widening the following road projects:

§         Carling Avenue;

§         Richmond Road;

§         Albion Road;

§         Conroy Road;

§         New Rideau River bridge crossing

 

Requests for more road projects in the Riverside South area than those identified in the TMP;

Contrary views on Alta Vista Transportation Corridor (oppose, support);

Contrary views on expenditures allocated to roads projects (too much, too little);

Contrary views on provision of more roadway capacity (oppose, support).

Response:  The Plan strives to make transit a more attractive option that people will choose to use, a goal that will minimize the need for more road capacity.  However, despite a substantial projected increase in transit usage, there will also be an increase in demand for auto trips.  Therefore, the road projects that are proposed in the Plan are simply needed to serve the anticipated increase in auto trips and to meet reasonable objectives for system performance.

 

Implementation Priority for Projects

Many concerns were raised that the required infrastructure projects are needed earlier than identified in the TMP – especially for the Riverside South area.

 

Response:  Infrastructure project priorities have been refined since the draft TMP was presented.  Phasing was based on need for infrastructure to serve a projected rate of growth.

 

Environmental Impacts of Projects

Concerns over the impacts of road widenings on the natural environment, increased noise, accidents and traffic.

 

Response:  Road projects identified are needed to achieve transportation system performance objectives.  Any required mitigation of downstream impacts will be addressed through the Environmental Assessment process and other detailed planning studies.

 

Implementation of Rapid Transit Expansion

Objections to running light rail on Carling Avenue and on Rideau-Montreal Roads due to narrow right-of-way and mix with general traffic;

Questioning ruling out clean-burning diesel light rail in favor of electricity;

Suggestion to build new rapid transit first before double tracking existing O-Train;

Suggestion to grade-separate transit in downtown.

 

Response: The Rapid Transit Expansion Study (RTES) examined the rapid transit service requirements; network priorities, vehicle technology and the study’s Council-approved recommendations were brought forward to the TMP. Due to further review, some adjustments to costs and timing of priorities have been made and included in the revised Plan.

 

Need to Include Federal and Provincial Transportation Projects

Concerns were raised that the Plan does not include provincial and federal projects.

 

Response:  Provincial and NCC projects were added to the project list in the revised TMP.  Explanatory texts and a new policy were also added to express the City’s commitment to work with the province and NCC regarding these projects.

 

King Edward

Concern that King Edward Avenue, north of Rideau, is not proposed to be reconfigured to 4 lanes.

 

Response:  The demand analysis projected a substantial increase in travel demand across the Ottawa River that warrants two additional river crossings.  Until these crossings are in place, the need for a 6-lane King Edwards remains.  The upcoming federal study on new interprovincial crossings will look into this matter further.

 

Changes to Draft TMP

 

The following changes have been made to the draft TMP:

 

§         refinements to screenline data (Figures 3.6 and 3.7 in TMP);

§         adding a section on transit safety and security (section 7.7 in TMP);

§         adding Phase III projects to complete the list of all required infrastructure projects to year 2021 (Figure 14.1 in TMP);

§         adjustments to the transit implementation phasing (Figure 14.1 in TMP) based on the results of the Ottawa Rapid Transit Expansion Program (ORTEP) Implementation Strategy;

§         adjustments to the road infrastructure implementation phasing (Figure 14.1 in TMP) to identify projects based on demand rather than spending ability;

§         inclusion of Federal and Provincial projects (Figure 14.2 in TMP)

§         inclusion of Kanata West Projects (Figure 14.2 in TMP)

§         refinements to infrastructure cost estimates (Figures 14.3, 14.4 and 14.5 in TMP)

§         adjustments to the Transportation Maps (Maps 1-9 in TMP) to reflect changes made to the Official Plan schedules.

§         minor revisions to texts and formatting to provide clarification;

§         inclusion of a glossary.

 

The actual strategies and policy directions for the TMP have not changed.

 

 

ENVIRONMENTAL IMPLICATIONS

 

A fundamental principle for developing the TMP is that of minimizing impacts on the environment.  The TMP emphasizes increasing walking, cycling and transit share of travel to minimize energy consumption, noise, Green House Gas emission (GHG), air quality impacts and land consumption.  As specific transportation corridors are implemented, environmental assessment studies will be undertaken accordingly.

 

 

RURAL IMPLICATIONS

 

The TMP addresses the travel need for all City of Ottawa residents including the rural residents.

 

 

CONSULTATION

 

To obtain feedback on the draft TMP, 12 public open houses were held across the City, in conjunction with the Infrastructure Master Plan, throughout the month of April 2003.  An additional meeting was held in Ward 7 at the invitation of the Ward Councillor.  The consultation activities on the draft Plan were advertised in the City’s major newspapers and on the Ottawa 20/20 web site.  In addition to these meetings, target group meetings were also organized with representatives from the City’s Advisory Committees, Business Sector Forum and the Intergovernmental Advisory group.  Approximately 175 members of the public and stakeholders attended these meetings.

 

Eighty submissions including 260 comments were received.  Comments were reviewed and incorporated into the revised TMP where appropriate.

 

A detailed listing of issues raised and staff responses are provided in the Document 2.

 

 

FINANCIAL IMPLICATIONS

 

Subject to City Council approval, the new TMP will provide the basis for ongoing annual capital and operating budget preparation, the Long Range Financial Plan, and the Development Charge By-laws.

 

However, the City’s ability to pay for projects will influence the identified priorities and the rate of implementing them.  The City’s current Long Range Financial Plan identified a substantial “funding gap” in the City’s ability to pay for new capital projects.

 

If new revenues are not forthcoming from the federal and provincial governments, this funding gap will remain.  Council will have to look at a range of potential solutions to address the gap, including:  cutbacks in programs, changes in standards, adjustments in service levels, application of new revenues, continued deferral of infrastructure, limiting growth, tax and rate increases.

Section 2.1 – Creating a Transportation Vision

Section 2.3.1 of the Official Plan calls for "shifting from an emphasis on mobility to an emphasis on accessibility" and says that accessibility makes it "easier for people to reach jobs, services, education, and recreation" rather than simply getting them to a destination, regardless of the distance involved. This should be reflected in the Transportation Vision by changing its wording to: "In 2021, Ottawa's transportation system will promote accessibility over mobility. It will enhance our quality of life, ..."

B. Delmage & A. McGregor

Accessibility and mobility are both important concepts that are reflected in the Transportation Vision - however, an emphasis on one cannot imply exclusion of the other. Element A.1 addresses the need for access, while Element A.2 addresses the need for mobility. The vision summary statement reflects the four major parts of the detailed vision, which are at a higher level than either accessibility or mobility.

The Plan has a poor vision and lacks realistic means to implement them.

M. Kostiuk

The transportation vision supports the goals of the Ottawa 20/20 growth management strategy and the goals of the Official Plan.  Chapters 4 to 14 of the Plan identify means to implement the vision.

The vision is not long-term enough.

The Official Plan sets limits on both rural growth and urban sprawl, which are distinct issues.  While it is true that the rural residents will continue to rely primarily on the car, the Plan proposes rural transit service as an alternative to driving in the peak hour, where service is justified.

The Plan needs a separate chapter on reducing car ownership.

The Plan is primarily concerned with car use, rather than ownership. Element A.1 of the Transportation Vision proposes principles that will enable people to reduce their car dependency, and perhaps ownership as well. The Official Plan addresses supporting land use patterns, while this Plan focuses on improving non‑driving travel options.

Chapter 3 – Current and Future Conditions

As is noted in this chapter, screenline counts undercount short trips, which means that cycling and walking trips are again substantially undercounted. Similarly, the Statistics Canada long census form only allowed one form of transportation to be included, rather than a mixture of forms -- which would again lead to undercounting of cycling and walking, especially if the day the form was filled out happened to be inclement. We recommend that the modal share numbers in this document be dropped, with the goals of doubling transit and cycling being retained.

Community Design Plans: In first policy, what does ‘indicating’ mean? It is not sufficient for a "main focus" of TDM to be to minimize "peak hour automobile travel". It would be more useful to look at predictable travel, whether to work or school, where a resident normally goes to a specific location on a regular schedule. Alternatively, perhaps TDM should concentrate on hot spots where congestion is most notable. And, ultimately, TDM has to look at reducing all car trips, because they all contribute to CO2 emissions and air pollution.

Prohibiting cyclists may be appropriate in very high-capacity transit links at rush hour (i.e. Albert Street at 4 p.m. on a weekday), but not on off-peak or lower-capacity transit priority routes. Instead, the policy should cite "during periods of particularly high transit volume". In addition, this should never prevent cyclists from traveling through a particular corridor (i.e. an alternate, close route must be provided).

When a bus lane or other transit priority measure is insufficiently wide to safely permit shared use by transit vehicles and cyclists, cyclists should be prohibited from sharing it; they may ride in the adjacent mixed-traffic lane. In general, eligibility/restrictions on use of bus lanes are only in force during periods of high transit volumes.

The separation of the cycling network and multi-use pathways by these policies may be interpreted to imply that multi-use pathways are not part of the cycling network. We suggest that these policies be clarified to provide the distinction in function between Cycling Transportation Network (community/purpose-driven trips) and the multi-use pathways (recreational).

National Capital Commission

The cycling network designated in policy includes both on-road facilities and pathways, but is designed to serve primarily utilitarian as opposed to recreational trips. The pathway network is therefore not strictly recreational in nature and in some cases, function as an integral part of the cycling network and the pedestrian network.

Chapter 7 – Public Transit

Progress in the interprovincial flow of traffic has been minimal due to the lack of decisions on locations for new bridges.  A recent proposal to use a ferry service shows promise, as does the suggestion to use hovercraft technology.  However, what is absent from these concepts is the idea of carrying OC Transpo and STO buses by these means.

The time has come to consider a loop system through Ottawa and Gatineau (Wellington St. and Tache Blvd.) using the resources of both OC Transpo and STO.  This includes service to the new developments underway and planned for Lebreton Flats.

Action: Explanatory text and a new policy will be added to final Section 9.2, to express the City's commitment to working with the federal and provincial governments regarding their roads.

 

Given that parkways are integral part of City's overall network as well as their strong contribution to the tourism and scenic routes, it is suggested to add a paragraph to recognize such role. Also, suggest to change the roads labeled as Federal-owned on the maps to NCC-owned for greater accuracy.

Approval of a TMP means approving the proposed road grid. Any number of projects to join nodes of activity can be created citing the transportation grids approved in the TMP, as well as OD data on the specific nodes as their rationale for approval. EAs of such projects can ensure that the local environmental factors affecting and affected by them are treated appropriately. However construction of such portions of the entire grid before an EA of the larger grid may set a precedent for the construction of the entire grid without assessing the broader environmental factors which may be affect or be affected by the larger transportation network.

EAs consider the need for and impacts of specific projects rather than an entire network -- the existence and form of the "grid" is appropriately the subject of the TMP. Potential environmental impacts have been minimized by increases in non-auto modal shares, and through environmental strategies discussed in Chapter 12.

Ottawa could accept a 'capital leadership role' for Canada's municipalities with respect to the use of federal policies and programs. Based on the TMP's acceptance of Transport Canada's objectives for road safety and its citation of the federal government's recent ratification of The Kyoto Protocol on emission standards, Ottawa should take advantage of any programs offered by both Transport Canada and Environment Canada to improve road safety and help decrease emissions. The City should also work with both Transport Canada and Environment Canada to design and improve programs supporting road safety and achieving vehicle emissions standards as set in the Kyoto protocol.

 

Environmental Advisory Committee

The City is very interested in all federal programs that can help it achieve important objectives. The City is also interested in helping the federal government demonstrate innovative transportation strategies, for the benefit of our City and other municipalities.  Recently, the City submitted an application to the federal government to implement innovative land use and transportation measures to reduce GHG – a step towards achieving Kyoto commitments.

Staff involved in road safety projects and studies are in regular contact with Transport Canada staff.

Section 9.5 – Transportation System Management

Sharing of websites by public and private sector to allow access to info on various travel modes.

Opportunities also exist to reduce rush hour traffic by amending city by-laws. If service vehicles (i.e. delivery, refuse collection, etc.) could access industrial parks and the central business district during "dark hours" (i.e. between 11pm and 7am), many of these vehicles could be elsewhere than on traffic-congested highways or arterial roads during morning and evening rush hours.

Future bridge locations will be determined through future studies led by the federal government. Goods movement to and from Gatineau is an extremely important part of Ottawa's economy, and the City has limited tools to influence it in any case.

Chapter 10 - Parking
 
 

TMP should speak to the OP's policy of increasing infill. The existence of properties targeted for infill development in the OP currently being used as parking lots, encourages high levels of cars to regularly enter the built-up area.

Official Plan policy 3.6.6.9(b) requires zoning approval for new temporary lots. This Plan could provide a clearer indication of support for controlling the creation of temporary lots serving long-term parking demand.

Chapter 12 - Environmental Protection

The TMP should discuss setting emission standards both for municipal machinery and for all vehicles operating in the City. If no such standards are currently in provincial legislation, the City could approach the province to integrate such standards into the Motor Vehicle License Act.

Emission standards lie under federal jurisdiction, although the provincial DriveClean program strives to ensure that on-road vehicles perform acceptably. The City's Air Quality and Climate Change Plan (see Chapter 12) will identify an appropriate complementary role for the City.

In the noise pollution section, the Plan might also discuss locating land uses unlikely to be affected by noise and vibration around such areas; restrictions on new buildings placed in these areas, and/or changes to the building code to insulate against noise, and/or vibrations.

This is an Official Plan issue, and is also addressed by the City's Noise Control Guidelines.

The TMP needs scientific definitions of the kinds of individual plants and plant associations capable of performing the functions proposed for 'greening' (rather than calling only for more trees and more vegetation) – including the ability to survive in polluted environments and absorb that pollution, provide effective and durable groundcover that may not require mowing, and eliminate the need for pesticides, fertilizers and other chemicals for upkeep.

The Greening Guidelines referenced in Chapter 12 will address these issues.

Chapter 13 – Asset Management and Maintenance

The plan should discuss the City's current practice in the built up areas of the City of storing snow in places dispersed throughout the City. Recommendations would be to locate these in areas defined as well-drained, recognizing that snow placed in built up areas of the City are likely to produce volumes of melt water greater than what the drainage system can handle.

The City’s snow disposal facilities are subject to a strategic plan of review. New disposal sites are also subject to hydrological and soil investigations, geotechnical studies, hydrological studies, noise analysis, site drainage reviews, site design, capacity reviews and zoning requirements, as well as study of melt water handling.

The safety concerns of pedestrians and cyclists are not sufficiently highlighted. In particular, the Ontario Minimum Maintenance Standards for Municipal Highways are in no way a sufficient guideline for road maintenance within the city. These standards were set to minimize liability on rural roads, not ensure safety on higher-use roads. Suggest a new policy: “Develop city Minimum Maintenance Standards that exceed minimum provincial standards where necessary to ensure the safety of all road users, including cyclists and pedestrians, and to ensure the efficient preservation of city infrastructure.”

The response of City officials to this at a recent public hearing on the TMP is that this is not a problem as it will allow the TMP to be applicable for a longer period of time. This is inappropriate on the subject of transportation in which technology is changing rapidly, as the TMP speaks to matters such as purchasing for OC Transpo vehicles which are at the forefront of today's' rapidly changing technology produce lower levels of emissions and encouraging citizens to purchase such vehicles as well.

 

Environmental Advisory Committee

Consideration of the need to review and update the TMP will be given every 5 years, as with the Official Plan. Monitoring of actual growth trends will contribute to these deliberations.

Annex A – Required Infrastructure Projects
Walking, Cycling & Multi-Use Pathway Projects

It is excellent to see the Rideau Canal Pedestrian Crossing on the Phase 1 list, but note it should be named the Rideau Canal Pedestrian/Cyclist Crossing, since this crossing has always be envisioned for cycling as well as walking.

Annex C – Transportation Performance Objectives and Indicators

Objective 2(a): For transit passenger volumes, how is the "peak period" defined? It must be large enough to include peak spreading over time. (This comment applies throughout).

The standard deviation of trip times for various trips (suburb to downtown, suburb to suburb) is important.

The plan does not propose sole reliance on O-D surveys, rather cordon counts and the cycling activity index are proposed as complements. The 8-hour counts on which the activity index is based cover 7-10 am, 11:30 am-1:30 pm and 3-6 pm -- thus capturing the times of most school trips.

 

Objective 3(a): Add bicycle parking provision (% of City facilities, % of government locations, % of private workplaces, % of commercial/retail locations). A bicycle cannot be used if there is no place to park it.
